Symptoms

When attempting to run "ORACLE_HOME/bin/rwbuilder" in Oracle Reports 12c the following error occurs:

STEPS
The issue can be reproduced at will with the following steps after completing the installation and configuration of Oracle Reports :

  1. cd to $ORACLE_HOME/bin
  2. run rwbuilder
  3. see the error
