OES11g - NewQueryPepRequest Throws 'Missing Attribute Value' When A Policy Obligation References An Attribute

Go to APM, and create the next security artifacts

1. Create Hierarchical resources  1. res1  2. res1->read 3.res1->create 4.res1->delete, res->update
2. Create view action
3. create resource attribute
4. Assign resource attribute only on the update
5. Now execute newQueryPepRequest, in the java code and will get the

newQueryPepRequest throws 'Missing attribute value' when a policy obligation references an attribute

newQueryPepRequest throws the following exception when a resource/policy has an attribute & values defined on it:

SEVERE: Error occured while invoking OES PEP API
