JDBC OCI 126.96.36.199.0 Ignores 'fetchsize' When Connecting to RAC Database with SCAN / TAF Configuration

A JDBC OCI 220.127.116.11.0 connection to an 11g or 12c database ignores the 'fetchsize' setting when going over a RAC service (SCAN and TAF configuration).
The following output shows the time taken by a sample java program when fetchsize is 1 and 100 respectively:
