A JDBC OCI 22.214.171.124.0 connection to an 11g or 12c database ignores the 'fetchsize' setting when going over a RAC service (SCAN and TAF configuration).
The following output shows the time taken by a sample java program when fetchsize is 1 and 100 respectively:
