Symptoms

WebLogic Server (also known as WLS) running with WebLogic Tuxedo Connector(also known as WTC) configuration, defined with multiple WTC import services, and some change in the WebLogic console
which require a WLS restart (as a static parameter change).

After that, without restarting and removing the same import WTC service defined twice, the following WTC:180147 error occurs:
