This applies to some Java SE update versions. The reported ones are 7u99, 8u73, 8u74 and 8u77.
This issue affects both JRE 7 and JRE 8 MSI Enterprise Installers.
Installation of 32-bit Java SE 8 or 32-bit Java SE 7, using the JRE MSI Enterprise Installers on 64-bit Windows systems, fails when running under the System account. This issue does not happen when the installation is carried out under the Administrator account.
Following are the messages that can be found from either a pop-up and/or the installation logs.
1) When doing a non-silent install, a pop-up is displayed, with the following message:
