Upgrade From PS2 To PS3. Start time takes more time on PS3 than on PS2 (Doc ID 2125820.1)

Symptoms

Customer had upgraded one environment from OAM PS2 BP03 to OAM PS3.
Customer  followed exact instructions as below as per guide:

After the upgrade, when start Admin Server and OAM server, they came fine, but there is a delay on starting as per example on OAM logs:

 

Looks at the following trace, there is a gap of over 10 minutes.

But there is not errors indicating an issue, just the delay.
