WFR WebVerifier is Generating an IIS 500.9 Error (Doc ID 2126811.1)

Symptoms

The below error is generated:

HTTP Error 500.19 - internal server error. The requested page cannot be accessed because the related configuration data for the page is invalid.

Changes

The folder "C:\Oracle" had custom permissions instead of using the inherited permissions from C:\. The user svc-WCI-DEV was added and removed the USERS group.

The website Application Pool runs under Network Service, which is a member of the USERS group and thus didn’t have access to read anything in C:\Oracle.
