Making a change or changes to Oracle HTTP Server (OHS) via command line by editing files manually using vi editor(Linux/Unix) or updating using notepad/textpad(Windows)
Changes are not reflected in the runtime area even after restarting OHS
Problem is seen only in collocated OHS and Forms and Reports install which has OHS
Problem is not seen when changes are done using Fusion Middleware Control
