WSM-01709 and WSM-02557 Errors Logged When Testing Composites (Doc ID 2129191.1)

Symptoms

Facing an issue when attempting to test SOA composites deployed to 12.2.1 with OWSM policies attached.

The error that occurs on the test page is the following:

Either the WSDL/WADL URL is invalid or the WSDL/WADL file is not valid or incorrect. - WSDLException: faultCode=OTHER_ERROR: Failed to read WSDL from http://<HOSTNAME>:<PORT>/soa-infra/services/default/<context>/<CLIENT-NAME>?WSDL:WSDL not found
WSDLException: faultCode=OTHER_ERROR: A policy advertisement error occurred while retrieving the WSDL associated with the provider: FabricProvider: oracle.fabric.common.AdvertisementException: Advertisement Engine failure

In the server log, the following is seen:

PolicySet "PolicySet [...)], advertisementExpression=http://xmlns.oracle.com/bpel/workflow/taskService#wsdl.endpoint(client/TaskService_pt), features=[]], polmap={}, constraintedDataMap={ConstraintGroup [terms=[], size=0, weight=0]=ConstraintedData [status=FAILURE, localoptimization=ON, validationErrors=[ValidationError [m_errorCode=WSM-02557, m_errorMessage=WSM-02557, m_errorContext=oracle.wsm.policymanager.accessor.BeanAccessor, m_errorLevel=error, m_resourceBundle=policymanager, m_errorMsgArgs=[&(policysets:global:%)(@appliesTo~="SERVICE()")]]], overrides=[], polRefs=[]]}, locked=true]"
validation errors: "WSM-02557 : The documents required to configure the Oracle Web Services Manager runtime have not been retrieved from the Policy Manager application (wsm-pm), possibly because the application is not running or has not been deployed in the environment.
The query "&(policysets:global:%)(@appliesTo~="SERVICE()")" is queued for later retrieval. [oracle.wsm.policymanager.accessor.BeanAccessor]

The wsm-pm application is deployed to the SOA Server and is listed as Active on the Weblogic Console.  Also, when examining the Cross Component Wiring section in the EM console, all the Service Endpoints are Published under the OWSM Policy Manager section and the Client Components for the OWSM Agent appear as Wired, which is the correct configuration.
