Symptoms

In a WebCenter Forms Recognition (WFR) environment, there are two SDP project files.  One of the files is for the European (EU) AP solution and the other is for the United States (US) AP solution.  When new users are added to the US SDP file through Designer, some EU users are no longer able to log into Verifier.   The reverse is also the case when adding users to the EU SDP.
