Notification Template Save Fails With "Invalid Size Of Inputs In En_US In Locale " Message (Doc ID 2129395.1)

Symptoms

Creating a custom template using sysadmin console and the email body had large content which is more than 4000 chars value in the email body but it fails with following error on the UI:

 

and as a result the notification template cannot be saved.
