Unable To Set "PRIMARY" Agent For GoldenGate Instance (Doc ID 2129632.1)

Symptoms

After discovering and promoting GoldenGate targets in OEM 12c console the "Manage Agents"
tab does not display "Primary" option available for the active Oracle Management Agent (OMA).

The status pull down menu only shows None/<EMPTY>.

If <EMPTY> is selected and click submit then page returns
Error : java.lang.IllegalArgumentException 

There is no way to configure the Oracle Management Agent as the primary OMA.
