Symptoms

Failure to create document (content) in a folder, with a retention category, via DIS WebDAV:

Folder has a retention category assigned that restricts edits and deletes.  Users can create documents in the folder using the Web UI and DIS, however, with WebDAV the document fails to upload and stores a blank or corrupted (depending on the document type) document of 0 KB.
