OID/OVD Service are showing down in em console (Doc ID 2130782.1)

Symptoms

oid and ovd services status in em console shows down.
opmnctl status command shows that these services are up.
When tried to start these services by using the em console getting the below error.

Error flushing write connection to OPMN. The remote OPMN server is probably not running or the OPMN mbean is not properly configured. See the adminserver log for more details.

oid log shows the following.
