"Pages and Portals Actions" Icon Is Not Visible When Using High Contrast Colors (Doc ID 2131146.1)

Symptoms

In WebCenter Portal, when using the "I use high contrast colors" setting under portal preference (See below - Screenshot a) and selecting the Windows high contrast setting under personalization (See below - Screenshot b), the "Pages and Portal Action " icon does not appear in Internet Export (IE) and FireFox (FF) properly (See below -Screenshot c) which is not 508 compliant.
