WCI UCM Content Crawler Interrupting With 'not an allowable remote socket address' Error

Symptoms
UCM (WebCenter Content) crawler jobs are failing with the following error:
Job Operation #1 failed: This crawl could not be launched because the location from which it was supposed to start, ROOTFOLDERNAMEANDID=Public\:6

STARTFOLDERNAME=Public
PTC_CRAWL_DEPTH=-1
could not be found or was inaccessible. When the crawler attempted to visit this location it received the following message: Error in function SOAPEnvelope.Restore (arrayText == [B@337d10): SOAP fault: faultcode='soapenv:Server.userException' faultstring='java.rmi.RemoteException: oracle.stellent.ridc.protocol.ServiceException: Unable to establish connection to the server. Permission denied. Address '<IP_ADDRESS>' is not an allowable remote socket address.
