ESSO Logon Manager Doesn't Populate Credentials on Chrome With Certain Unicode Characters In The Title

ESSO Logon Manager 126.96.36.199.0 fails to inject user credentials into web applications in a separate Google Chrome pop up window.
If a secondary application is opened in a new tab (not a new window) then ESSO-LM will inject the application credentials as expected.
The ESSO-LM client is expected to inject credentials into a predefined application opened in multiple windows or multiple tabs.
The issue can be reproduced at will with the following steps:
1. Publish application template to the repository or to the local client.
2. Launch the application URL in the Google Chrome web browser. It was tested on version 48.
3. Launch the application URL in a second window of the Google Chrome browser.
