AD Target Recon Does Not Link To Oim User When Upgraded From AD 220.127.116.11 To 18.104.22.168

On OIMR1PS1BP07, AD Connector is upgraded from 188.8.131.52 to 184.108.40.206 and after the upgrade, the recon event created by the AD Target user reconciliation are remaining in
"Data Received" status and don't get not linked to any user.
Using OIMR1PS1BP07 AD Connector MSFT_AD_Base_91150AD was upgraded to AD 220.127.116.11.0 (Build-Label:OIMCP_18.104.22.168.0_GENERIC_130527.2010)
Steps to reproduce the issue:
1. Install and configure MSFT_AD_Base_91150.
2. Upgrade AD to 22.214.171.124.0.
3. Create new target user1.
4. Create new OIM user1.
5. Run target recon.
