OIM PS3 Upgrade: Request Access Entitlement Search By Application Not Populating

Symptoms

OIM OIM 11.1.2.3, its been observed that when requesting Entitlements, the 'Search and select multiple' functionality doesn't seem to be working.  To reproduce:

 

 

Observe that your selection is registered to the right - note the (1) Selected Apps ... .  But nothing is added to the cart, and you see no way to add the selected Applications to the cart.
