ESSBASE: Unable to Start Essbase After A System Crash, OPMN Error "No addresses for the request" (Doc ID 2134565.1)

Symptoms

After a system crash, the Essbase Server is not starting up but OPMN does start. There is no information in the Essbase.log. The opmn.log has the following:
