Arabic Named Framework Folders Not Working With IE 11

Symptoms
On : 11.1.1.8.0 version, Content Server
When attempting to use IE Arabic character Framework Folders fail to work,
the following error occurs.
ERROR
-----------------------
Path : MOFA/HCM/????_????_12345 does not exist.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Arabic filename in Framework Folders
2. Use IE 11 to try and pull up filename
3. Observe path can't be found
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users on IE can't find the folders.
