OIM Is Incorrectly Setting Time Zone In Dates

When entering dates in OIM 220.127.116.11.0 (in this case a schedule job/task), OIM is ignoring the system time zone and adding EST. This is happening regardless of the OS and JVM one uses. It is also happening with other dates within the system such as reconciliations from DBAT and LDAP sync.
