Tuxedo Rolling Patch Installation Fails to Apply on Windows (Doc ID 2137001.1)

Symptoms

On Windows environment, after uninstalling a previous patch and applying a new patch very shortly after, the new Tuxedo rolling patch fails to apply with the following error in RPxxx.log:
