Reports Server Fails to Start with 0509-130 Symbol Resolution Failed for /../librw.so after Patching FMW (Doc ID 2137962.1)

Oracle Reports Developer - Version 11.1 to 11.1.2.2.0 [Release 11g]
IBM AIX on POWER Systems (64-bit)
Patches 22290164 & 22733221 were applied to the Middle-tier

Symptoms

When attempting to start Oracle Reports server after applying patches 22290164 and 22733221 to the Fusion Middleware home (FMW), the following errors are recorded in INSTANCE_HOME/diagnostics/logs/ReportsServerComponent/[ReportsServer Name]/console~[Reports Server Name]~1.log:

ERROR

exec(): 0509-036 Cannot load program ORACLE_HOME/bin/rwserver because of the following errors:
  0509-130 Symbol resolution failed for ORACLE_HOME/lib/librw.so because:
  0509-136 Symbol kglpndl (number 2108) is not exported from
  dependent module ORACLE_HOME/lib/libclntsh.a[shr.o].
  0509-136 Symbol copysign (number 2141) is not exported from
  dependent module ORACLE_HOME/lib/libclntsh.a[shr.o].
  0509-026 System error: Error 0
  0509-192 Examine .loader section symbols with the
  'dump -Tv' command.

 Installation of PSU and or other required patches.
