After Disabling a Lookup Entry in Lookup.USR_PROCESS_TRIGGERS It's Related Process Task Still Gets Triggered

In Lookup.USR_PROCESS_TRIGGERS after disabling a specific lookup entry, its related process task is still getting triggered.

For example, for the record that has meaning = "Change User Password", Code = USR_PASSWORD, user disabled this record, but the password was still pushed down to the target system.

Does disable work for process task triggers?
