ADFDI-05530: Offline Certification In Excel Is Not Working On OIM 11g R2 PS3 (Doc ID 2138073.1)

Symptoms

Trying to use the offline certification feature of OIM 11g R2 PS3 using "download to editable excel" by following oracle documentation from here.

After installing plug-in and configuring OIM on step 7: "Login to Oracle Identity Self Service by providing the credentials. The user certification data is downloaded into a spreadsheet." from the documentation, right after the login, the user certification data is not downloaded into a spreadsheet.

Instead, the error ADFDI-05530 shown in the OIM UI.
