Forms 12c Runtime Has Wrong Value of Display Time (Hours and Minutes) in Display Date

Symptoms
In Forms 12c installed and running on a local machine, the time is displayed correctly (e.g. 10:00).
However, the same form deployed on Forms 12c running on remote machine (in a different time zone) may have a different time value (e.g.:18:00)
In both cases system time is correct and database timezone is UTC+8
