Newly Created Application Instance is not Showing Under Catalog even though Set to TOP Organization

Successfully created an application instance with form.
Ensured that all organizations should be able to see new App Instance.
After creation, ran the Catalog Synchronization Job which executed successfully, but application instance is not show in catalog.
