Symptoms

There is a WebCenter Portal system that uses OAM 11.1.2.3 for protection. OAM has a rule for "/webcenterhelp".
If this is configured as Public Resource, then when there is an attempt to access the page it continually loops refreshing the page.

If is configured as Excluded, then the page displays correctly and doesn't continually refresh itself.
