Unable To Display Portal Page: "Connection Timeout Reached"

Symptoms
On a new High Availability (HA) Portal 11.1.1.7.0 Installation, when attempting to access Portal Home Page an HTTP 500 error occurs:
WLS_PORTAL-diagnostic.log, shows:

Timing out Fetcher: java.net.SocketTimeoutException: Read timed out name=content-fetcher15 label=pageMeta url=http://<HOSTNAME>:<PORT>/portal/pls/portal/!DEV_PORTAL.wwpob_page.show/Design_Time_PG/Navigator/SiteExplorer time=60149ms timeout=60000ms process=GotResponse
Enable the repository logging, log shows:

Steps To Reproduce:
1. Install Portal.
2. Access the main Portal Page. HTTP-500 error occurs.
