Unable To Display Portal Page: Connection Timeout Reached (Doc ID 2140065.1)

On a new High Availability (HA) Portal Installation,, when attempting to access Portal Home Page, get the error: HTTP 500

WLS_PORTAL-diagnostic.log, shows:

Enable the repository logging, log shows:

ORA-12535: TNS:operation timed out

Steps To Reproduce:

1. Install Portal.
2. Access the main Portal Page.
   -->HTTP-500 Error.
