Unable To Display Portal Page: Connection Timeout Reached (Doc ID 2140065.1)

Symptoms

On a new High Availability (HA) Portal Installation, 11.1.1.7.0, when attempting to access Portal Home Page, get the error: HTTP 500

WLS_PORTAL-diagnostic.log, shows:

Timing out Fetcher: java.net.SocketTimeoutException: Read timed out name=content-fetcher15 label=pageMeta url=http://dportal1.it.mcgill.ca:8090/portal/pls/portal/!DEV_PORTAL.wwpob_page.show/Design_Time_PG/Navigator/SiteExplorer time=60149ms timeout=60000ms process=GotResponse


Enable the repository logging, log shows:

Steps To Reproduce:


1. Install Portal.
2. Access the main Portal Page.
   -->HTTP-500 Error.
