Symptoms

OAM login fails The user account is locked or disable on some work stations (WNA)

Steps to reproduce:

a. Open a new browser session and Enter the URL that is being called...
http://<OAM_HOSTNAME>:<OAM_PORT>/<PROTECTED_URL>

b. OAM splash screen

Error
The user account is locked or disable. Please contact the System Administrator

In the address bar we see <OAM_HOSTNAME>:<OAM_PORT>/oam/CredCollecterServlet/WNA?spnegotoken=....
