WFR Sample Code to Make "BillToName" Field Required in Verifier (Doc ID 2141648.1)

Symptoms

The "BillToName" field allows empty values to be validated in Verifier even though the BTO_OP_AllowBlank=NO is configured in the project ini file.  Initially after extraction the empty field is highlighted red but once the user presses 'enter' on the field, it is set to valid and passed on with blank.
