OSB 12c EM - Service ID Urn:oracle:fmw.owsm-pm:t3 Is Out Of Sync No Matter How Often Bind is Attempted. (Doc ID 2141702.1)

Symptoms

PROBLEM DESCRIPTION
--------------------
In OSB 12.1.3, under WebLogic Domain -> Cross Component Wiring -> Components -> OWSM Agent in EM, the owsm service agent shows the following:

Service ID urn:oracle:fmw.owsm-pm:t3 is Out of Sync

The only other Service ID is Wired. The other components only have service endpoints and those are all Published.

Service ID urn:oracle:fmw.owsm-pm:t3 is Out of Sync

WHAT IS WORKING
----------------------
wsm-pm is in Active state. The wsm-pm validator shows policies.

OS: Linux x86-64
OSB

STEPS
------

1) Navigate to WebLogic Domain -> Cross Component Wiring -> Components -> OWSM Agent in /em
2) Observe that the Service ID urn:oracle:fmw.owsm-pm:t3 is "Out of Sync", so Bind it. The status says "Wired".
3) Upon restarting admin and managed server, the Wired status flips back to Out of Sync.
