Symptoms

Receiving the following error after creating new Portal in Webcenter Portal

"An error occurred while trying provision the service oracle.webcenter.doclib. The service did not get provisioned."

If only one WebCenter Content managed server is running then the Portal is created without issue.

Changes

 Upgraded from a previous release to 11.1.1.9.0
