Symptoms

On : 11.1.1.9.0 version, Content Server

After Upgrading from 11.1.1.6 to 11.1.1.9, checkin a NEW document (DIS or web client) fails with xcreatedate field not being a valid date. Check out and checkin an existing item, the checkin works fine. No Create Date error.

"Content item 'xxx' was not successfully checked in. The field 'Create Date' does not contain a valid date. Unable to parse date '29/APR/15 05:39:00.000000 PM'."


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to standard checkin page
2. Try to checkin a new document after upgrade from 11.1.1.6 to 11.1.1.9
