Certification Revoke Entitlement Requests Left In Request Created State with WARNING: "Transaction has timed out" (Doc ID 2144937.1)

Symptoms

Steps:

Create an entitlement certification with closed loop remediation.
Revoke some entitlements.
Revoke entitlement request are left in request created state.

Note: This issue happens when revoking many users (10k+) from certification task, the following transaction timeout occurs:
