RP/TUX Tuxedo Client Handle Leak On Windows When Used With Tuxedo ULOGOUT Environment Variable (Doc ID 2145070.1)

Symptoms

 When using the Tuxedo ULOGOUT environment variable(which controls the message destination as ulog,event log, or both) Windows handle leaks each ULOG output execution.

The number of handles in use can be seen on the Windows Task Manager "Performance" tab increasing.
