User Certification - Prevent Self Certification Not Working

Symptoms
When a user certification with second phase review is created, along with the setting to prevent self certification; when second phase is launched it is NOT assigning it to the alternate reviewer as defined in the certification definition
Steps to reproduce
------------------
Create a manager usermanager
Create a user user001 and make as his manager usermanager
Create a role testrole001 and make its owner user001.
Make user001 a member of this role.
Create a multi phase user certification to certify testrole001 for user001
with the option Prevent self certification with alternate reviewer
usermanager and Enable Phase 2 review process
For Reviewer also select the user manager
Create the certification
Login with usermanager and certify phase1
Phase 2 starts and the certification should go to usermanager however it goes
to user001 who is the owner of the role.
