Selecting users in second phase certification takes a lot of time giving the impression that the browser is hanging. In a 2 phase certification containing more than 30 users selecting all the users hangs the browser for several seconds (between 5 - 10 seconds). This time increase as much users are added to the certification.

Create 30 users and a manager
Provision 3O users with one entitlement.
Create a certification as below:

1. Login to /sysadmin as xelsysadm
2. Click Certification Definitions
3. Click Create and enter the following details:
3.1 Name XXX Type: User
3.2 Base Selection: Selected Users and add 30 users (expect the manager)
3.3 Click Next to Content Selection
Roles - set to None (x)
On Entitlements select Selected Entitlements Only and select 2
3.4 Click Next to Configuration
Select Allow multi-phased review (x)
3.5 Click Next to Reviewers
Select Reviewer: User Manager
Select Enable Phase 2 review process (x)
3.6 Click Next to Incremental
3.7 Click Next to Summary and click Create the Certification

Once the certification is created

1. Login to /identity as xelsysadm
2. Click on Dashboard
3. Approve 1st phase
3.1 Click on the Certification Name
3.2 Select All Users
3.3 Click Complete
3.4 Enter Password and click Ok
3.4 Click to refresh and notice the Certification shows as 50% Percent
4. Click on the App Instance name
5. Detach and scroll down to the bottom of the page
6. Try to block select (Shift + click)
7. The selection starts to hang and during that time buttons Certify &
Revoke are greyed out (deactivated)

It takes more than 10 seconds to give the control back to the user. The following

ADF messages are seen in the logs:

Once the users have been selected after 5-10 seconds and the buttons Certify and Revoke are enabled if one click Certify nothing happens.

This means that one can never complete the certification.
