OIM R2PS1: Can't Update Authorization Policy - OIM Says It Already Exists (Doc ID 2147295.1)

Goal

On 11gR2PS1 Environment:

- Open an already created Authorization policy.
- One can see the summary (first) tab and the info there, but when one tries to go to another tab (e.g., Permissions), getting the error 'A policy with that name already exists. Please provide a different name'.'

Why an existing authorization policy can not be edited ?
