PROBLEM DESCRIPTION

When trying to create a new 12.1.3 OSB domain, the domain creation fails with the below error:

WHAT IS WORKING
---------------

The issue only occurs on specific servers where the OSB server and the Database holding the MDS schema are in different IP segments.

STEPS
------

1. Try to create the OSB domain from a machine that does not have the database where the MDS schema is installed and where the DB resides in a different subnet from the OSB server 
2. You will get the above exception
