On : 12.2.1.0.0 version, Conversion

When attempting to launch SystemProperties.exe found in \ucm\ibr\bin
the following error occurs.

STEPS

The issue can be reproduced at will with the following steps:
1. Attempt to start SystemProperties.exe in DOMAINHOME/ucm/ibr/bin
2. Operation Fails

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, administrators cannot launch SystemProperties in order to configure some settings on the refinery.
