WSRP Portlet With af:fileDownloadActionListener Shows Blank Page in Browsers

Symptoms
After applying bp8 (<patch 21281035>) to WebCenter Portal (WCP) 11.1.1.8 oracle_common home, a WSRP portlet called that executes af:fileDownloadActionListener shows a blank page in browsers. This occurs in IE11, Firefox, and Chrome. The behavior also reproduces in 11.1.1.9.8. If the oracle_common home is not patched and kept at 11.1.1.8.7, then the functionality works as expected. A pure ADF application works as expected.
