Unable To Start DIP Or DIP Is Not Working After Upgrade Of OID From 22.214.171.124 To 126.96.36.199 with Error SEVERE: ADF_FACES-60096

Information in this document applies to any platform.
Upgrade of OID preformed using below document from 184.108.40.206 to 220.127.116.11. OID is fine, however DIP is not.
Reference Document: Oracle® Fusion Middleware Patching Guide 11g (18.104.22.168.0) E16793-29
1. As part of the post upgrade the following was performed:
"$ORACLE_HOME/bin/dipConfigurator update "
Now, DIP does work.
Example of command : $ORACLE_HOME/bin/dipConfigurator update -wlshost wls.host.com -wlsport 7002 -wlsuser fmwadmin -ldaphost oid.host.com -ldapport 3061 -isldapssl false -ldapuser "cn=orcladmin"
2. Login To--> EM-> DIP --> clicking seems disable and getting below error when clicked.

3. dipstatus command shows
dipStatus -h wls.host.com -p 7006 -D fmwadmin
[Weblogic user password]
Connection parameters initialized.
Connecting at wls.host.com:7006, with userid "fmwadmin"..
ODIP Application is down at this host and port.
