Changing the "System Report Format" from (Records > Configure > Reports > Settings) does not work unless the user manually updates their "user" profile.
For example, system default report format is set to PDF. When the default is changed to another format (ie- XLS) the user still receives a PDF report until
The user updates their user profile and saves report preference to "System" in order to obtain the new system configuration setting.
