OVD Instance Restart Fails with Error "java.net.BindException: The socket name is already in use" (Doc ID 2151368.1)

Symptoms

OVD 11g
Unable to start OVD service after it was shutdown
OVD diagnostic log shows the error "java.net.BindException: The socket name is already in use"
