Symptoms
On : 12.1.3.0.0 version, B2B Engine
When attempting to start the B2B Simulator, the following error occurs.
STEPS

The issue can be reproduced at will with the following steps:
1. Prepare the environment to run an operation from the command line:
21.1 Prerequisites for Running the Command-line Tools
2. Run command to start the simulator (See sample hcfp-101-ADT_A03_MLLP10:
ant -f ant-b2bsimulator-util.xml b2bsimulatorstart -Dargs="hl7-config.properties"
3. Error occurs.
