Tuxedo Windows Service ORACLE ProcMGR Fails To Start (Doc ID 2151629.1)

Symptoms

Attempting to start Tuxedo as a service on a Windows platform with PeopleSoft PeopleTools 8.53.12 FIN9.2 installed.

The existing service ORACLE ProcMGR V11.1.1.2.0 with VS2010 fails to start with the following Window's pop-up error message:

Background is Windows Services list (from Windows administrator tools) with "ORACLE ProcMGR V11.1.1.2.0 with VS2010"
(selected) with "Start the service" listed under it (in the left column)

Foreground has pop-up Services error message window:
"The ORACLE ProcMGR V11.1.1.2.0 with VS2010 service on
MYMACHINE started and then stopped. Some services
stop automatically if they are not in use by other services or programs."
"Startup Type" column is "Manual", "Log On As" column is ".\MYMACHTADMIN...."
