IAM-3050195: OIM Manager Cannot Be Reassigned (Doc ID 2151690.1)

Symptoms

When trying to re-assign a user's manager to another person, getting the error:

IAM-3050195: A user cannot be his own manager.

However, on checking the USR table, the USR_KEY and MANAGER_KEY are different.
