ValidateMDCConfig Result Not Consistent With MDC Status

Symptoms
With the DCs in such an inconsistent state, when we run the WLST command validateMDCConfig() on both Primary and Clone, the command always return "SUCCESS", as seen here:
wls:/<DOMAIN_NAME>/serverConfig> validateMDCConfig()
MDC Configuration Validation SUCCESS.

How can the ValidateMDCConfig() return "SUCCESS" while MDC is not setup properly and is not working properly ?
